We want to hear your views on our proposed changes to our response to Automatic Fire Alarms (AFAs) in commercial premises.
AFAs are systems designed to detect and alert occupants to the presence of a fire without the need for a manual activation, and are connected to monitoring services that notify the fire service automatically.
Our data shows that over 97% of calls following the activation of an AFA turn out to be false alarms, in 2023 this resulted in almost 6,500 false alarm attendances for our firefighters.
Our proposal will see HIWFRS no longer attend AFAs at commercial premises (non-residential buildings) between the hours of 08:00 and 18:00, except in specific circumstances.
Neighbouring fire services already follow this policy, freeing up their crews to ensure they are available to respond to real emergencies, rather than false alarms which are often caused by aerosol sprays, cooking fumes, or poorly maintained fire alarm systems.
Currently we respond to all automatic fire alarms in both lower and higher-risk premises, regardless of the time of day.
As we look to continue improving and delivering excellent services to all in our community, we’re seeking your input on the proposed change to AFA response in lower-risk buildings. Our survey closes on Monday 3rd February 2025.
Responding to false alarms creates unnecessary risks for the public and our firefighters, disrupts businesses at commercial sites and most importantly can delay our response to real emergencies where lives or property are at risk.
The proposed changes would minimise these risks and disruptions, whilst prioritising our resources for genuine emergencies.
