The Hampshire and Isle of Wight Fire and Rescue Authority (Combination Scheme) Order 2020 established the Hampshire and Isle of Wight Fire and Rescue Authority (HIWFRA) with effect from 1 April 2021 and exists in its shadow form for the performance of any functions necessary for bringing the combination scheme into full force.
On 1 April 2021, the HIWFRA will take over full responsibility for the fire and rescue functions in the Hampshire and Isle of Wight areas, with 11 elected Members across Hampshire, Isle of Wight Council, Portsmouth City Council and Southampton City Council.
The provisions of the Localism Act 2011 require that the Authority appoint an Independent Person or Persons whose view must be sought before reaching a decision following investigation of an allegation of a breach of the Code of Conduct. A new appointment will be required with effect from June 2021 for the maximum period of 4 years that an Independent Person(s) can be appointed.
It is anticipated that a fixed allowance of £100 per annum from HIWFRA is payable to the Independent Person(s) together with reimbursement of travel expenses.
