Foam response
Hampshire Fire and Rescue Service (HFRS) will often attend incidents involving flammable liquids, eg, oil and petrol. These are best dealt with by using foam which blankets the surface of the liquid involved extinguishing it by either:
- Excluding air from the fuel surface
- Separating flames from the fuel surface
- Restricting the release of flammable vapour from the surface of the fuel
- Forming a radiant heat barrier
- Cooling the fuel surface

HFRS has three levels of foam response, these are:
- Stage 1 (Front line appliances): Equipment is carried on frontline appliances for domestic and smaller applications, such as vehicle and commercial fires.
- Stage 2 (MRV load at Rushmoor, Havant and Eastleigh): Multi Role Vehicle (MRV) foam load for larger transport incidents, such as road/rail tankers, marine incidents or large commercial/industrial premises.
- Stage 3 (Bulk foam at Eastleigh): Eastleigh fire station maintains the county bulk supply of 3% flouroprotein foam. A total of 18,000 litres is kept in 2 elevated tanks for large protracted incidents and would be transported to the scene in the nearest designated Water Carrier (WrC) from either Eastleigh, Basingstoke or Fareham.
