The number of calls to incidents on our motorways, dual carriage ways and major roads continue to rise each year. Hampshire Fire and Rescue Service attended over 1350 Road Traffic Accidents alone between 2002/2003. The year on year increase for this period was 15%. Since 1990/91, overall totals have risen by 28%.
A brigade using the same practice as Hampshire Fire and Rescue Service were issued an improvement notice by the Health and Safety Executive (HSE) to alter the way the cones were put down without the police being in attendance. The HSE decided that the brigade in question was "not doing all it reasonably could" to protect its firefighters, therefore Hampshire Fire and Rescue Service is currently changing its road safety procedures.
Hampshire Fire and Rescue Service is currently changing its policy of scene safety at Road Traffic Accidents on motorways, dual carriage ways and major roads with regard to the coning off procedure in use. Therefore a training video is being made and an Operational Bulletin (advising personnel within Hampshire Fire and Rescue Service) will be issued along with updated training procedures (training reference TAP 2.36 will follow to personnel).
ADO Pegler is currently reviewing Hampshire Fire and Rescue Service procedures on the way we deal with incidents that involve asbestos containing material. This is being produced in line with recent legislation (DCOL 2/2004) relating to the Asbestos (Licensing) Regulations 1983. The contaminated equipment bags carried on front line appliances are being standardised throughout. We will have laundry, viral hazard and clear cleaning bags all stored in one bag. The equipment and incident flow charts will be updated for personnel and standardised on Special Equipment Units.
The Draeger PSS100 BA set has now been in service since November 2003, after the settling in period, the new equipment documentation (Equipment Data Sheet) has been produced by the Breathing Apparatus Working Group and was published on 8th March 2004. This was after various meetings to confirm the correct and up to date information that will be issued to stations.
