Community Response (formerly Operations) - an overview

Community Response - our vision

"The provision of high quality response to the community."

This will assist Service Delivery in achieving their vision of:

"Reducing community risk through efficient high quality service delivery."

Therefore achieving Hampshire Fire and Rescue Service's vision to make life safer.

Community Response - achieving our vision

  • We will play our part in the corporate planning process to establish a clear set of objectives and targets to achieve our vision: "The provision of high quality response for the community."
  • We will measure our performance against a timeline that sets out key milestones for all our objectives. This performance will be reported on through the service delivery management framework and will be integrated into our formal meeting structure, including personal development reviews.
  • We will review the outcomes of our objectives to identify best practice and effective operations through a programme of policy review. This will ensure our community response policies and procedures are optimally effective whilst our frontline resources are equipped with the best equipment to deal with identified risks.
  • We will actively seek information from other fire services, from within the wider fire industry and with our key partnership agencies, in order to maintain Hampshire Fire and Rescue Service at the forefront of community response.
  • New ideas will initially be trialled. Each trial will have a clear set of objectives defining exactly what will be tested and delivered, and how performance will be measured and assessed. We will measure objectively as well as recognising the importance and relevance of subjective evidence.
  • We will continue to use the applicable best value performance indicators and local performance indicators to monitor and improve our performance.

Community Response - our role

The role of fire and rescue services is constantly developing to deal with new challenges and the equipment available for various roles and scenarios of fire and rescue work is always evolving and improving. Keeping up-to-date with these changes is the job of the Community Response department and more specifically a small part of the team is involved in operational development.

The Community Response department is responsible for identifying, trialling and reporting on new items of operational equipment for use within Hampshire Fire and Rescue Service.

Some of the projects are largescale, involving extensive research and evaluation, with information being gathered from other fire services, equipment manufacturers, suppliers and other agencies. Others are minor projects involving short-term trials.
