1.1 Casual Overtime Wholetime

Guidance: Casual overtime may be paid (or time off in lieu granted) when additional duty hours are worked as a result of a fire or other incident. Only actual hours worked should be recorded, as enhancements will be made automatically.

1.2 Casual Overtime Control

1.3 Overtime for Wholetime Detached Duty

Guidance: All personnel carrying out detached duties on a pre-arranged basis will be entitled to claim one hour overtime for each completed shift of detached duty.

Where journeys in excess of 15 miles between stations are involved an additional hour may be claimed for each completed shift.

1.5 Wholetime & Control Public Holiday Premium Payments

Guidance: Claims in respect of duty hours on a public holiday or extra statutory day will be paid at plain time, thus ensuring double payment for duty hours.

Casual overtime at public holiday rates will apply only at the end of the night shift preceding the Public Holiday/extra statutory day and at the end of the day shift on the Public Holiday/extra statutory. Actual additional hour(s) performed on a public holiday/extra statutory day must be submitted on the appropriate form, payment will be made at double the basic hourly rate.

Control Staff - Casual overtime at public holiday rates will apply from 00.01 hours of the actual bank holiday, irrespective of time that shift starts.

1.6 Overtime for Travelling to Non Residential Courses

Guidance: Where additional travel time, over and above the normal home to work travel time, is actually incurred to travel to a non residential course overtime, time off in lieu or additional flexible working hours will be allowed.

No overtime can be claimed for the journey home at the end of the day, as this will usually be completed within the normal duty hours.

The overtime allowance should be rounded up at the end of the course and not at the end of each day.

Non Uniform staff should utilise the flexible working system to address additional time taken to travel to courses.

1.7 Fire Service College – Travel Overtime

Guidance: All staff travelling to Fire Service College for residential courses

(not short seminars) will be entitled to claim 3 hours overtime, for the first journey of the course.

Paid at plain time. An individual travelling to or from a residential course on a day which is deemed to be an extra statutory public holiday shall be paid at double his/her normal hourly rate for the duration of the journey, subject to a maximum of 4 hours. Beyond 4 hours time off in lieu should be taken.

1.8 Fire Service College – Attendance Overtime (extra statuary bank holiday) Existing SO ref.3.9.6

Guidance: Staff in attendance at a residential training course on a day which is deemed to be an extra statutory holiday shall be treated as if he/she were on duty.

1.9 Overtime for Service Medicals

Guidance: Where a whole time member is required to attend an appointment in an off duty period or it is necessary to travel to and from the appointment in an off duty period, overtime may be claimed.

1.10 Recall to Duty

Guidance: Personnel recalled to duty to assist with a serious fire or other emergency situation shall receive a recall payment.

Minimum payment of 3 hours overtime at double the basic hourly rate. Where duty performed is in excess of 3 hours is not an exact number of hours, any fraction of an hour shall be treated as one hour if it amounts to 30 minutes or more and shall be disregarded if it amounts to less than 30 minutes. Officers in the rank of DO or above shall be paid at the maximum rate applicable to ADO's, includes PFCO and GFCO.

1.11 Overtime Non Uniformed Staff

Guidance: A non-uniformed member of staff may be required to work additional hours on occasions for which payment will be made. The Departmental Head must give prior approval.

1.12 Additional Salary Allowances

Guidance: Certain uniformed and non-uniformed posts will attract an additional allowance that will be expressed as a percentage of basic salary. The HRManager will publish a list of posts attracting an allowance together with the % that applies.

Only posts that have been negotiated and agreed by the HRManager will attract additional allowances.

To attract an additional salary allowance it will need to be demonstrated that a post involves additional responsibility or out of hours working that could not reasonably be accommodated through the normal promotion or overtime payment mechanisms.

It is not necessary to claim additional salary allowances as they will be paid automatically.

Additional salary allowances are subject to income tax and pension contributions.

1.13 Acting Up Allowance

Guidance: Shall be paid in respect of working shifts only.

For each working shift shall be an amount equal to one-fifth of the difference between the member's current weekly rate of pay and the rate he/she would receive if he/she were promoted to the higher rank up to 4 weeks.

1.14 Acting Up Allowance for Retained Crew Commanders

Guidance: Where a retained appliance turns out to a fire or other occurrence and the members of the crew are all of firefighter rank, a suitably qualified member may be designated in charge of the appliance and be paid an acting up allowance in respect of the turn out fee and extra payments for remaining on duty.

1.15 Temporary Promotion

Guidance: Temporary Promotion is to be used where it is anticipated that a member is required to assume the full duties of a higher rank for a continuous period of four weeks or more. The duration of temporary promotion will count towards future increments if the individual is substantively promoted.

3.1.1.3

1.16 Honoraria

Guidance: Where a member of staff does not qualify for temporary promotion (see1.11) the Service may grant an honorarium (of an amount dependent on the circumstances of each case).

Honoraria will only be granted to a member of staff who performs higher level duties outside the scope of their normal job over an extended period, or where the additional duties and responsibilities involved exceed normal expectations.

Honorarium will only be granted on the recommendation of function heads and the authorisation of the HR Manager.

Except in exceptional circumstances a member of staff will not receive an honorarium whilst temporarily promoted
