Section 7 Flexible Duty System Officers (FDS) Allowances

7.1 FDS Officers - FDS Base to Place of Duty Mileage

Guidance: FDS Officers may claim mileage for uninterrupted journeys from their FDS base to their place of duty and return, with the exception of the first and last journeys of each ‘tour of duty’. Where an officer is on an (11) duty, return travel to home or FDS base for evening meal may be also claimed. Travel home or to FDS Base for lunch is not claimable.

Officers temporarily appointed FDS who live out of the county will only be able to claim the above mileage from the county boundary.

The above mileage is taxable and should be recorded in column 6 of the claim form.

A ‘Tour of Duty’ is defined as any continuous run of duty days (24hr or 8hrs) which start and end with a rota day (or leave day). Alternatively, where an officer chooses to adjust their rota to better reflect a conventional five-day week, they may elect to consider Monday morning to Friday evening as the tour.

All other Service related mileage is non-taxable and should be recorded in column 7 of the claim form.

7.2 Lodging Allowance

7.3 Temporary FDS cover allowances (living out of county or in a designated area)

Guidance: A non FDS officer living out of the county, or in an area designated as unsuitable for FDS cover (see SO 7.3.2), may be temporarily appointed to FDS.

In these circumstances operational cover will be provided during normal rostered positive hours from the officer’s work base or elsewhere in the county. This is subject to the normal allowance provisions detailed in section 2.7.

Occasionally, operational cover may required to be provided within the acceptable area of the county during rostered standby hours. In these circumstances subsistence (see 2.7)allowances plus overnight accommodation up to the Travel Lodge rate may be claimed for the periods in question.

7.4 Car Radio Fitting Allowance

Guidance: Officers who are required to have HFRS radio, horns etc., fitted in their cars will qualify for the single fixed compensatory payment in accordance with the rate agreed by the National Joint Council. This allowance does not apply for lease cars.

Staff acting up to FDS duties will be provided with a radio equipped vehicle.
